It has been so long since I accessed the Webconnect admin page that it was several computers ago and my bookmarks are gone.
I'm running in COM and need to switch to File.

Ok so I found the /admin/admin.aspx page and logged in. But why when I try to Kill the process does in not get killed? Or better yet, is the a way to Kill all the process at one time so I know I am getting a fresh restart of the app with I hit the html page again?
In recent versions the endpoint is /administration.wc.
The best way to figure out what's what is to create a new test application - it creates a new site/virtual with all the current configuration and project setup etc. from which you can see how links work and if so inclined upgrade an older app to use the new project system (copying in the old Process classes mainly).
The app is 7.x and I have the admin page now and discovered the Module Administration link. It has been running unattended for so many years that I completely forgot where to find this stuff.
Why do I suspect you are laughing at how old I'm getting and forgetting stuff... but it is not true, your code has been flawless for over ten years, it is all your fault!
