Someone hit my site with Security.md which generated an error as my global variables were not set. when the system tries to load _layoutpage.fxp. Do I need this code since I do not use these extensions in my site?

In over 20 years no one has ever tried that. I assume someone is trying to hack my site.

What global variables?

No you don't need these extensions - these are for script pages. In fact, if you're not using free standing script pages you can and should take out that entire block.
