Markdown shows and update to 3.8.1 - downloaded the file from the website and installed it as administrator - the update complete but does not error or show 3.8.1 as installed...

Make sure that you're not caching when downloading. It may be your browser is caching the download and sees a previously downloaded version...

If you run the installer the installer should show the version that's being installed. It likely was 3.8 that was installed.
