Not sure if my post is in the right place. Here goes.

I bought Intl made by Steven Black. I wanted to search for something in the hlp file but I received an error trying to access this hlp in windows 11.

Any tool I can use to be able to read it or is there someone that would have a PDF file?

File is likely blocked - if you downloaded from the Internet or copied from a zip file.

This post is about DLL files, but the same thing applies to CHM.

CHM files are deprecated in Windows as a security risk, so in addition to the above you may have computer policy or Anti-Virus preventing access as well.
