I just loaded ver 5 shareware. When I click on capture picture I get this error. I deleted the install directory as it loaded over my version 4. And reinstalled shareware version and the error persisted.

You're probably configured for SnagIt and either SnagIt is not installed or SnagIt's COM object is broken due to multiple installs.
If you are using SnagIt for capture, my suggestion is skip the built in Capture and just capture to clipboard and paste the image into HelpBuilder which provides the same functionality.
SnagIt has become a pain in the ass, as their COM object clobbers their own installs. If more than one version is/was installed it screws up the new install and neither works correctly via COM. The fix for this is to un-install all versions first, then install the latest version if you really want to make this work.

I checked in options and I do not have "Use Snagit if available" clicked.
Is Snagit the only way to capture a page that extends past the end of the screen?
I have an older version of snagit that went with your help version 4 but it stopped scrolling to the bottom of the page which is why I am looking at your ver 5.

If you're not using the SnagIt integration there's a built-in capture tool. the capture tool is a separate application that's automated via command line with message file. If that's failing the exe file is either missing or it's blocked somehow on your system (perhaps AV doesn't allow launching an external process?). The internal capture only captures individual Windows as does Alt-PrtScn (active window).
SnagIt is the only way I know of that you can capture scrolling windows. Snagit isn't part of HelpBuilder and the scrolling capture feature should work in SnagIt. But v4 is pretty old so there maybe issues with that version in general. Either way if you use SnagIt I recommend just using it directly to capture, and then pasting the result into MM. It's the same amount of effort...
