This message occurs when Server can't write into the state table for the user and the form.

If you use a recent version, should be Temp\XXXXXXXX\_XXXXXXXX_pesfrmib_new.dbf/cdx/fpt, where XXXXXXXX is the 9-character user/session ID & cookie.

Can be because of another process locking the file, such as anti-virus, defrag, etc.
