Looks like a caching issue. Make sure the page is fully refreshed. Possibly Authentication too which should also fix with a full page refresh once you are logged in.

Alternately you could be missing the style sheet required for rendering. Look in the Browser Web Tools (F12) and check the errors. It'll give you more information on what's missing or not found.

You might also want to update to a more recent update (latest is 7.33) which had a number of updates to the administration page.
