Not sure what you're saying...
Are you saying it's not letting you change the dictionary to one of the provided files, or it's not working? You also have to reload the editor after changing the language (change view or restart) to see the spell checking applied.
The list comes from the dictionary files on disk so they have to exist and need to show in the drop down in order to work. Typing it in without the file there isn't going to work.
Trying this out for myself (it's been some time since I've looked at other dictionaries) it seems to work for me with FR_FR

I modify (Tools-> Options-> Content editor-> Dictionary: FR_FR) then I relaunch.
I always get a replacement by EN_US
(the dictionary files you show are on my disk)
Hmmm... probably a permissions issue for:
<installFolder>\Editors\wwhelp_editorSettings.js
You can change permissions on that file to INTERACTIVE set with Full Access. Or, just make the change in the file explicitly.
The installer should change the permissions on the Editors
folder by adding INTERACTIVE and Full Access when installing so you probably didn't install the software with the installer or moved the files?
