I'm using Internet and Client Tools to send email. I just go this error:

Error: 1753 Cannot load 32-bit DLL wwipstuff.dll Method: setclrversion Line: 81

Line 81 is from the Internet tools code PROTECTED FUNCTION SetClrVersion(lcversion):

DECLARE Integer SetClrVersion in WWC_CLR_HOSTDLL string

SetClrVersion(lcVersion)

Make sure you use a matched set of wwDotnetBridge and wwIPstuff. Sounds like you're using an old version of wwipstuff.dll.
