The Web Connection server has to be running in order for your application to work.

Web Connection has built-in mechanisms to auto-start, but while developing your application you typically have to manually start it.

Please go through the Getting Started Walk Through which explains how this works. And play around with the demo's examples.

Once you have everything running you can experiment with how to start the server automatically which is described in the documentation in the Deploying Web Connection applications section.

There's also a very detailed white paper that takes you through a full server installation, Web Connection installation and configuration setup.
