I have successfully compiled a .CHM file
for my documentation project. My question
is what files need to be moved with the .CHM
for the user to have access to the content.
If I move just the CHM and open it from the
new location, the table of contents is available
but when I click on each topic, the content is blank.

CHM files are self-contained and have no dependencies, but there are security issues on Windows.

I was hoping I just needed to deliver/share the CHM
so this is good news once I figure out the other issue.
Prior to writing I did find similar information on the web
about making sure the Unblock was checked in properties.
When I right click and view properties I do not see this
checkbox. On Monday, I will meet our network admin, maybe
my account does not have rights for this.
Today I also noticed when viewing my local copy, when I
expand the tree, the book at the top level has a red star
burst. The red star burst does not display when the tree is
collapsed.
I can view all of the pages and images in the CHM
does this indicate there is an error not identified by the compiler?

I think the location of that checkbox has changed since that post, I think it's just a button now, but it's still in properties dialog somewhere.
Hard to track down because once you set it you can't unset it again 😃
It's also possible to set this programmatically as part of an install program.
If you are just distributing the file, though the better solution might be to publish to a Web site instead and access online. Better experience frankly than the old clunky CHM file format.
