Rick - I have my app running in the .net managed handler mode and every 'so often' this message appears for no reason. What's up???
That's the maintenance mode flag that can be triggered from an admin request.
How long have you been running Web Connection and you don't know this??? 😄
If it's not you that's setting this, you better make damn sure that your admin pages are locked down and not being accessed remotely. If this goes off and on it's likely a bot is poking around in there.

If you recall I just started trying to move away from ISAPI. This was day one of a real test on a production box. I can confirm the admin folder was locked down, and for some reason this occurred on its own. I ended up switching back to old faithful (isapi). I was aware of the 'mode' being something i could click, but this happened on its own.
The reason you never get off of ISAPI is because you always run back to it instead of solving the problems you are running into - simple as that...
If that flag is set you have a bigger problem that has nothing to do with the ISAPI/.NET Handler logic other than you might have the .NET Handler misconfigured and admin authentication disabled. Look at AdminAccount
in web.config
and make sure there's a value in there (should be ANY
or specific accounts - look in the docs).
