Chocolatey upgrave gives version 1.21, not 1.21.1

Point releases often don't go onto Chocolatey. Only the minor releases end up on Chocolatey most of the time... If the releases are really small I often don't update, while not a hassle it ends up being too many versions showing up on Choco.
