Error message really says it all - your server either was too slow to start or crashed during startup and hung.
Make sure you enable UnattendedComMode in yourApp.ini or explicitly set it in your server startup code to avoid hanging your server on file open or other VFP error dialogs.

Application name is 'Emmis2012' and Com server ProgId is 'Emmis2012.Emmis2012Server' Web.ini file has the key

Server loads well when ServerCount Value = 2. What should be done here?
