I need to install web connect 7.9 on new Server windows 2019 and merge it with company application. When I ran New Project Wizard it uses Launch.dbf that doesn't exist and FoxPro displays it . What is launch.dbf?

Run the console from within Visual FoxPro. It looks like you are running the EXE from the Windows command line.
Inside of the FoxPro IDE use:
DO CONSOLE with "NEWPROJECT"
Launch()
is not a DBF it's a prg file that gets created in the output directory and is executed.
In your case the project is already created so it's probably just failing trying to execute launch.prg
at the very end (which won't work with running CONSOLE.EXE
from the command line).
Also you probably should start with 7.10 which is the latest version that was released a couple of weeks ago. There are a number of updates for project creation so I would recommend using the latest.

Upgrades between minor versions are included in your Web Connection registration. You should have gotten an email a few weeks back when 7.10.
